This Sphinx-like sculpture is one of two Guardians in Victoria Square in Birmingham, created by sculptor Dhruva Mistry. It's made of Darleydale Sandstone and was created between 1991 and 1993. Mistry also created the nearby fountain The River, known locally as the "floozie in the jacuzzi". In the background, you can see a statue of Queen Victoria, created by Thomas Brock who also created the impressive monument to Victoria outside Buckingham Palace in London. The building in the background is the town hall.
